Applications can be submitted by an individual WIC state agency or through a multi-state collaboration. In a multi-state collaboration, one state agency must serve as the lead applicant. That lead agency is considered the official applicant and, if awarded, becomes the sole grantee and recipient of the funds. This means the lead agency is responsible for completing and submitting the full application package, managing all project activities, and meeting all reporting requirements, even if other states participate in the work.

Eligibility is limited to current, authorized WIC state agencies that administer the Special Supplemental Nutrition Program for Women, Infants, and Children.
