The grant also encourages science and technology cooperation, especially initiatives related to climate and the environment, broader science collaboration, and STEM/STEAM programs, with special attention to opportunities for women and youth. Social inclusion is another explicit priority area, covering projects that promote equal rights and opportunities for underserved or marginalized communities, including immigrants, LGBTQI individuals, people with disabilities, indigenous communities, and racial minorities. Strengthening democratic institutions is included as well, with eligible activities such as civic education, increasing civic participation, and addressing transnational challenges that affect democratic governance. Finally, the program invites proposals that support post-pandemic economic recovery by building business and entrepreneurial skills using U.S. models, creating new U.S.-Cyprus partnerships for start-ups, encouraging social impact investment, and expanding opportunities for women and young entrepreneurs.

Because the solicitation was issued during the COVID-19 pandemic, applicants were expected, where relevant, to include a primary plan or an alternate plan for virtual delivery. This meant proposing online or hybrid approaches in place of travel and in-person gatherings, and submitting an alternate budget when virtual engagement would change cost needs. The Public Affairs Section indicated it would consider a full range and diversity of U.S. and Cypriot non-profit organizations, but for-profit entities registered as commercial or private businesses were not eligible to receive funding.

In selecting proposals, priority was given to U.S. and Cypriot individuals and institutions with a proven track record of successfully running events, exchanges, and programs. Strong preference was also given to proposals that demonstrate long-term sustainability, such as partnerships that continue beyond the grant period, reusable curricula or toolkits, ongoing networks, or plans for local ownership and follow-on support. Another selection factor was inclusion: proposals were expected to address gender parity among participants or target audiences and to intentionally engage underserved communities, including immigrants, LGBTQI individuals, and people with disabilities.

The notice also clearly listed activities that would not be funded. Ineligible categories included charitable or development activities, construction projects, and programs supporting specific religious activities. Fundraising campaigns and lobbying for specific legislation or programs were excluded, as was scientific research as a primary aim. The program would not support projects mainly focused on institutional growth or development of the applicant organization itself, social welfare or charity projects, or international development work. It also excluded investments that primarily benefit only one or a small number of businesses or individuals, scholarships to study English outside specific Department of State programs, and exchange programs involving countries other than the U.S. and Cyprus. Programs aimed primarily at children under 16 were not eligible, and proposals that duplicate existing programs were also disallowed.
