Opportunity Information: Apply for F17AS00390
The grant opportunity titled "Migratory Bird Monitoring Assessment and Conservation" (Funding Opportunity Number F17AS00390) is a discretionary U.S. Fish and Wildlife Service (USFWS), Northeast Region funding action from FY 2017 that was structured as a cooperative agreement. Rather than being an open competition, it was announced as a sole source financial assistance award intended specifically for the Old Dominion University Research Foundation (ODU). The notice functions primarily as a public notification of the agency's intent to make a single award, not as a call for new proposals or applicants. The anticipated funding level was $38,000, with an expected total of one award, and it was posted on August 11, 2017 with an original closing date of August 17, 2017.
The purpose of the award is to support coastal marsh conservation through specialized photogrammetric and geographic information system (GIS) work focused on salt marsh habitats. USFWS identified ODU as uniquely qualified because of its prior work and demonstrated expertise in photogrammetric and GIS analyses of salt marshes, including development of newer approaches designed to improve classification accuracy. In practical terms, the cooperative agreement is meant to strengthen how marsh habitats are mapped and validated, which is foundational for broader conservation planning and for tracking changes over time.
The funded work is organized around three main deliverables. First, ODU is to produce detailed maps distinguishing high marsh and low marsh using high-resolution multispectral imagery, while also clearly delineating salt marsh ecotones (transition zones) and combining available field observations with other remotely sensed reference datasets. Second, the project emphasizes a rigorous accuracy assessment and quality assurance process, aimed at ensuring the resulting salt marsh maps are valid, defensible, and achieve the best feasible "user accuracy" for end users who rely on these products for management and planning decisions. Third, ODU is expected to produce additional digital mapping products and supporting documentation that create seamless coverage of marsh habitats across the geographic area between the South Atlantic Landscape Conservation Cooperative (SALCC) and the Florida Peninsular Landscape Conservation Cooperative (LCC). These products are intended for inclusion in planning atlases and for distribution and long-term access through the ScienceBase repository.
Underlying the project rationale is the recognition that salt marshes are essential coastal ecosystems that support wildlife (including birds) and maintain key ecological functions such as nutrient cycling, shoreline protection, and habitat provision. The notice frames marsh inventorying and mapping as increasingly urgent because marshes are highly sensitive to sea-level rise and other coastal stressors. As a result, agencies and partners need consistent regional datasets, improved methods for ongoing monitoring, and the ability to assess vulnerability using modeling and analytical approaches. This award is positioned as a targeted investment in the technical mapping and validation steps needed to improve regional salt marsh datasets that inform conservation and resilience planning.Apply for F17AS00390
